Walking through every layer of corruption keeping this building unfinished: the investors potentially running insurance scams through STD Contractors, Enzo Benelli's mob-backed grip on construction contracts across Los Santos, the government workers deliberately slowing down the job to extend their paychecks during a recession, the state senator skimming kickbacks from the contract, and GTA Online missions that confirm the sabotage is still actively happening today. Everyone associated with this building makes more money from it not being finished than from finishing it.
